Sarah Lacoche

Finance Director, Banque des Territoires

Sarah Lacoche, 47 years old, is an Inspector General of Finance. Graduated from the Institut d’Etudes Politiques of Lille and l’Institut Régional d’administration of Lille, she began her career as part of the General Directorate of the Treasury Department of the French Ministry of Finance and of the World Bank, where she developed expertise in international negotiations and debt restructuring.

After joining the IMF as an economist, she worked more specifically on enhancing the management of public finances and of oil revenues in Africa.

In 2008, Madame Lacoche joined the staff of Christine Lagarde’s office as a technical advisor within the framework of the French Presidency of the European Union. Her contribution included the preparation of the ECOFIN councils which were marked by the measures to be taken to tackle the financial crisis of 2008.

In January 2009, she joined the French General Inspectorate of Finance to carry out auditing and consulting assignments for the government.

In 2013, Sarah Lacoche became part of the French Development Agency, where she prepared, negotiated and managed the deployment of the new strategic plan and, in particular, its sustainable development component.

In 2016, she joined the French National Agency for Urban Renovation (ANRU) as Chief Financial Officer / Secretary General, to be subsequently appointed as its Deputy Managing Director in January 2018.

In March 2020, Madame Lacoche becomes Director of the Finance Department of the Banque des Territoires, where she is also in charge of the sustainable strategy and the extra-financial evaluation.
